Kiewit—in association with Arcadis and Barton & Loguidice, is preparing for upcoming projects associated with the Onondaga County Department of Water Environment Protection's (OCDWEP) Oak Orchard Wastewater Treatment Plant (OOWWTP) Expansion Program.

The program is a multi‑project effort to modernize and expand the County’s wastewater treatment facility in Clay, New York.

The program includes a new industrial reuse facility and upgrades to existing facilities to maintain plant operations, expand the municipal treatment train, improve biosolids handling, and add new infrastructure to increase treatment capacity and long‑term system reliability.

The Projects

The Industrial Treatment Train (ITT) Project at the Oak Orchard Wastewater Treatment Plant will provide dedicated treatment of industrial wastewater to support current and future industrial users in and around the White Pine Commerce Park in Clay, NY.

The scope also includes associated pump stations, conveyance infrastructure, and reclaimed-water facilities.

The Maintenance of Plant Operations (MOPO), Municipal Treatment Train (MTT) Upgrades, and Biosolids Facility Project will upgrade and expand the municipal liquid treatment processes and on‑site biosolids handling facilities at the OOWWTP.

The scope encompasses MTT process upgrades, biosolids treatment and management improvements, and supporting infrastructure necessary to increase treatment capacity, reliability, and regulatory compliance while minimizing impacts to ongoing operations.
